The Central Bank’s Role in Financial Stability

The international financial crises of recent decades have played a significant role in prompting central banks to review their approaches to managing risks in the financial system. The crises highlighted the importance of ensuring overall financial stability, marking a crucial expansion of the traditional mandate of central banks.

The reasons behind central banks taking on this pivotal role are straightforward:

  • Central banks are responsible for issuing currency, creating money for use by individuals, households, and businesses in the economy.
  • They carefully design and execute monetary policies to maintain price stability, in general complementing to the broader task of ensuring financial stability.
  • In times of financial crises or threats to banking stability, central banks act as lenders of last resort, providing emergency liquidity support to prevent widespread panic and systemic collapse.
  • Central banks actively collect and analyze extensive economic and financial data, serving as a crucial foundation for effective financial stability monitoring.
  • In many countries, including Armenia, central banks oversee and regulate commercial banks and financial institutions. They establish economic regulations to ensure these entities maintain a strong financial position, manage risks effectively, and adhere to relevant laws and standards.
  • Additionally, central banks oversight systemically important financial market infrastructures, ensuring their efficiency, reliability, and security, crucial for maintaining trust in financial transactions and preventing disruptions that could lead to systemic risks.

In essence, central banks are distinctive and independent entities that can influence the overall perspective of the entire economy. Equipped with authority and confidence, they play a pivotal role in safeguarding the stability of the financial system.

Ensuring financial stability, along with the maintaining price stability, are the main goals of the Central Bank of the Republic of Armenia. These goals are clearly stated in Article 200.2 of the Constitution of the Republic of Armenia and Article 4 of the Law of the Republic of Armenia “On the Central Bank.”
